Jilin Province lies in the
center of the Northeast Region of China. It borders Liaoning Province
in the south, Inner Mongolia Autonomous Region in the west, Heilongjiang
Province in the north, and Russian Confederation in the east. In
the southeast, Jilin sees DPRK across the river. Jilin Province
covers an area of 191,800 square kilometers and has a population
of 27,000,000. Jilin Province is one of the old industrial bases
in China. Its backbone industries are automobiles and chemistry
and its advantageous industries are photo-electronics, food, pharmacy,
and further processing of agricultural products. Jilin Province
ranks number one in China in foodstuff per capita, rate of foodstuff
as commodity, foodstuff output, and corn exportation. The advantaged
tourist resources in Jilin are Changbai Mountain, Jilin rime fog,
Ji'an Korai World Cultural Heritage, and Changchun Puppet Manchou
State Royal Palace.

| In Jilin
road traffic has become the main mode of transportation due to
the unique geographical position and the demand for social, economic
and resource development. By the end of 2005, a provincial trunk
road network had been constructed and its total length reached
50,308 kilometers, including 542 kilometers of expressway, 9,406
kilometers of above second-rate road. Together they take up 18.7%
of the total length. The density of road reached 26.8 kilometers
per hundred square kilometers. Except that the expressway to Yanbian
Prefecture is under construction, all the cities in other areas
in Jilin are connected to the capital city Changchun by at least
first-rate roads. The towns are basically connected to cities
by second-rate roads. 98.5% of all the towns in Jilin have cement
(asphalt) roads. All the villages have roads and 65.6% of them
have cement (asphalt) roads. In Jilin Province there are 169,000
business automobiles. Passenger and cargo road traffic respectively
take up 82% and 73% of the whole transportation system. The dominating
advantage is obvious.
During "the eleventh five-year project", Jilin will
further seize the opportunity of revitalizing the old industrial
bases, strengthen the financing, and improve the environment of
investment. Meanwhile, Jilin will lay out the network of "five
horizontal and five vertical" expressways, and focus on the
expressways to Shanhai Pass and the sea, and on those connecting
industrial cities and bases, neighboring provinces and major ports.
Jilin will get the radiation from the Around-Bohai Sea Economic
Circle and exert the radiating functions of the central cities
to the areas around them to realize the faster and better economic
development.
It is estimated that by 2010 the total length of the roads in
Jilin will have reached 60,000 kilometers. The second-rate and
better roads will reach 12,000 kilometers. The total length of
expressways will probably reach 2,000 kilometers. Changchun City,
the capital, will basically be connected to the central cities
of all areas by expressways. The expressways will reach 22 counties,
54% of all the counties of the province. The expressways will
reach 19,000,000 people (calculated by present population), 70%
of the total population of the province. All the towns and above
90% of the villages will have cement (asphalt) roads.
By 2020, the total length of the expressways will reach 3,600
kilometers. The sections in our province of the national expressway
network will be completed. 75% of the counties (cities, regions)
in our province will be connected by expressways. With the present
population, the expressways will cover 23,000,000 people, 85%
of the total population of our province. Normally, an automobile
will be able to reach expressways within about an hour. The road
traffic will be safer, faster, more efficient and basically sufficient
to meet the demand for the economic and social development of
our province.
