IX. The Continuing Opening Up

   Spearheaded by Opening Up

  By 2004 there were 145 nations and regions in the world that had had business relations with Jilin Province. The total export volume amounted to US$6.793 billion in 2004. The province has 11 national Class 1 ports, 4 local Class 2 ports, 1 passageway for public affairs, and 11 provisional cargo outlets. The direct investment by foreign businessmen and loans from abroad have helped in building a large number of enterprises such as FAW-Volkswagen, which comprise the new growth points of the Jilin economy. South Korea has the most foreign-funded enterprises in Jilin Province. Hong Kong Special Administrative Region comes first with regard to the amount of investment in use. Jilin has cooperative labor service contracts with 56 nations or regions of the world. In 2004, the foreign direct investment in Jilin Province amounted to US$453 million, increasing by 42.3%; and the introduction of domestic investment reached 12.1 billion RMB yuan, an increase of 30.9%.

  Friendly Relations

  International exchanges are growingday byday. We have 43 sister cities in 18 countries. In June 2005, the State Ministry of Commerce approved to hold China Jilin·Northeast Asia Investment and Trade Expo. to build a long-term cooperative platform for China and Northeast Asia to achieve mutual benefit and win-win, conduct exchanges and cooperation and help competition and opening.The first China Jilin·Northeast Asia Investment and Trade Expo. will be held in Changchun City in September 2005, during which a series of activities including investment negotiations, goods trade, economic cooperation, cultural exchanges and high level forums will be conducted.
  Construction of Development Zones

  The construction of development zones has been developing rapidly even since its start in 1988. There are 48 development zones of various kinds in the province, four of which are national zones (Changchun Economic and Technological Development Zone, Changchun of New and High Tech Industry Development Zone, JilinNew and High Tech Industry Development Zone and Hunchun Border Zone for Economic Cooperation) and 44 provincialzones. In 2004, being an important economic growth point, the development zones generated an output value of 105.77 billion RMB yuan, accounting for 35.8% of the GDP of the province.
