| I. A Survey of the Project:
Changchun-Jilin Expressway is the busiest section of Hunchun-Changchun
Expressway, which is the artery of Tongjiang-Sanya National Highway.
It is connected to Harbin-Changchun-Siping-Shenyang Expressway in
the west. In the east it is connected to Jiangmifeng-Hunchun Expressway,
which is under construction. It is also connected to Changchun Longjia
International Airport at the point of 20 kilometer. It is the trunk
line for the social and economic communication of the two cities:
Changchun City and Jilin City, and the link between the air terminal
and the two cities. The total length of Changchun-Jilin Expressway
is 84 kilometers and the width of the roadbed is 34.5 meters. It
was completed in 1997 with four lanes. In 2004 and 2005, the 20-kilometer
section from Changchun City to Longjia International Airport was
extended to six lanes. It is planned that the rest 64 kilometers
from Longjia International Airport to Jilin City be extended to
six lanes during "the eleventh five-year project". The
traffic of this expressway will be increasingly busy with the revitalization
of the old industrial bases in the Northeast, the operation of the
airport and the completion of Jiangmifeng-Hunchun Expressway.
II. Mode of Cooperation: Transfer
the right of toll collection and operation
III. Total investment of the Project: RMB
3 billion Yuan (including 0.5 billion Yuan investment for the
planned extension to six lanes), equivalent to USD 0.375 billion
(one US dollar for eight RMB Yuan). The value of the right of
toll collection and operation is to be further assessed.
IV. The Expected Period of Investment Recovery:
30 years (since 2006)
