I. A Survey of the Project: Yingchengzi-Dongfeng Expressway is one of the "joints" in the Planned Jilin Expressway Network. It will be connected to the planned Tonghua-Dongfeng Expressway at Dongfeng County. It is the most convenient passage from Changchun, capital of our province, to Tonghua City, Baishan City, among other cities in the east. The construction of this expressway is very meaningful for strengthening the social and economic communication between the capital and the southeast regions of our province, for building the expressway network in the southeast, for the full exertion of the functions of this transportation passage, and for accelerating the regional economic development. The total length of this expressway is 62 kilometers and it will be built into a standard four-lane expressway. The period of construction is from 2008 to 2010.

III. Total Investment of the Project: the estimated investment is RMB 2.2 billion Yuan, equivalent to USD 0.28 billion (one US dollar for eight RMB Yuan).
