I. A Survey of the Project: Changchun-Yingchengzi Expressway is a key section of Songjianghe-Shuangliao Highway, which is one of the "horizontal lines" of the Northeast network of trunk roads. It is the main line that connects Changchun, capital of the province, to Changbai Mountain, Liaoyuan City, Tonghua City, Baishan City and other southeast areas. It is also the passage to Dadong Port in Dandong. The total length of the expressway is 69 kilometers. It was completed in September 1997. This four-lane expressway is totally enclosed with overpasses. The width of the roadbed is 24.5 meters. This project will be increasingly profitable with the completions of Changchun-Changbai Mountain Expressway, Liaoyuan-Yitong Expressway, and Yingchengzi-Dongfeng-Tonghua Expressway and the formation of expressway network.

II. Mode of Cooperation: Transfer the right of operation

III. Total Investment of the Project: RMB 1.05 billion Yuan, equivalent to USD 0.13 billion (one US dollar for eight RMB Yuan). The value of the right of toll collection and operation is to be further assessed.

IV. The Expected Period for Recovery of Investment: 28 years
