I. A Survey of the Project: Nong'an-Songyuan Expressway is a key section of Hunchun-Ulan Hot National Expressway. It is the main passage from Changchun, capital of Jilin Province, to the west of Jilin Province and Heilongjiang Province, and the east of Inner Mongolia. By now, the National Development and Reform Committee has already sanctioned the Project Recommendation Letter of Hunchun-Ulan Hot National Expressway. Nong'an-Songyuan Expressway is a section of this national expressway. With the revitalization of the old industrial bases in the Northeast and the completion of Zhaoyuan-Songyuan Expressway, the traffic of Nong'an-Songyuan Expressway will definitely increase rapidly as the areas along the line develop continuously. The total length of the expressway is 85 kilometers. Four lanes will be built in this expressway. The period of construction is from 2006 to 2008.

III. Total Investment of the Project: RMB 2.15 billion Yuan, equivalent to USD 0.27 billion (one US dollar for eight RMB Yuan).

IV. The Expected Profit: 6.39% FIRR; 1,040,630,000 Yuan FNPV; 1.33 FBCR; period of investment recovery: 19 years.
