I. A Survey of the Project: Changchun(-Yingchengzi)-Songjianghe Expressway is an important transportation passage that connects Changchun City, the capital of the province, and the southeast regions of our province, especially Changbai Mountain Tourist Region. The construction of this expressway is vital to the development of the natural and tourist resources of Changbai Mountain, to the conversion of the resource advantage into economic advantage, and to accelerating the revitalization of the old industrial bases in Jilin Province. The total length of the Yingchengzi-Songjianghe section (excluding the 37-kilometer section shared with Heda Expressway) is 211 kilometers. This new section will be built into a standard four-lane expressway. The period of construction is from 2007 to 2010. By now, the Preparatory Feasibility Report has basically been compiled.

II. Mode of Cooperation: joint venture, cooperation, BOT, etc.

III. Total Investment of the Project: RMB 7.65 billion Yuan, equivalent to USD 0.96 billion (one US dollar for eight RMB Yuan).

IV. The Expected Profit: 7.71% FIRR; 2,246,920,000 Yuan FNPV; 1.39 FBCR; the period of investment recovery: 19 years.
