I. A Survey of the Project: Yitong-Liaoyuan Expressway is a key section of Songjianghe-Shuangliao Highway, which is one of the "joints" in the Northeast network of trunk roads. The construction of this project is vital to the harmonization of the economy of Liaoyuan City into Changchun Economic Circle and to bringing along and boosting the economic development of Liaoyuan City. The total length of the expressway is 45 kilometers and it will be built into a standard four-lane expressway. By now, the Project Recommendation Letter has been sanctioned and the Feasibility Report has been compiled. The period of construction is from 2006 to 2008.

III. Total Investment of the Project: RMB 1.55 billion Yuan, equivalent to USD 0.21 billion (one US dollar for eight RMB Yuan).

IV. The Expected Profit: 6.89% FIRR; 563,560,000 Yuan FNPV; 1.38 FBCR; the period of investment recovery: 20 years.
