I. A Survey of the Project: Jilin-Caoshi (Jilin-Liaoning border) Expressway is an important section of Jilin-Shenyang line within the border of Jilin Province and it is a section of Hunchun-Ulan Hot National Expressway. Jilin-Caoshi Expressway is the route to Shanhai Pass and to the sea from the central and east areas of our province and some areas of Heilongjiang Province. The construction of this project is vital to the integration of the economy in the Northeast and to the revitalization of the old industrial bases in Jilin Province. The total length of the expressway is 226 kilometers and it will be built into a standard four-lane expressway. By now, the Preparatory Feasibility Report of the project has been submitted to the National Development and Reform Committee and the Ministry of Traffic for approval. The period of construction is from 2007 to 2010.

II. Mode of Cooperation: BOT, joint venture, cooperation, etc.

III. Total Investment of the Project: RMB 9.2 billion Yuan, equivalent to USD 1.15 billion (one US dollar for eight RMB Yuan).

IV. The Expected Profit: 6.64% FIRR; 3,456,230,000 Yuan FNPV; 1.4 FBCR; the period of investment recovery: 20 years.
